It's Chuck Norris, but yeah, he was an actor and martial artist that became very popular in a TV series and then people started coming up with Chuck Norris quotes (in 2005) where he was said to do extraordinary feats. They're just jokes, think of them as "Your Mama" jokes.

When Chuck Norris falls into water, he doesn't get wet, the water gets Chuck Norris.
